Physical capacity reaches 16 only by using approved bed-sharing pairs. The properties are not guaranteed to be together, and one is legally capped at four adults despite showing six beds.
Book the 14-person, three-apartment base if the non-refundable risk is acceptable. Otherwise, pay more for the direct 18-person loyalty offer and preserve cancellation flexibility while visas are unresolved.
